Is this a photo or a painting?

Let's see the lighting looks a little vivid... plus the tones look like they were made by brushstrokes as opposed to a camera. I'm not sure whether I should eventually classify this as art or photography... or both. Regardless, It's incredibly gorgeous, even from the other angle .
