That is until now at least ... This clip originates from a Star Trek web-based fan series called Star Trek Phase II. It's actually based completely off the original tossed script written by long-time Star Trek screenwriter David Gerrold. Actors Bobby Rice and Evan Fowler play the roles of Lt. Peter Kirk and Alex Freeman respectively, and the episode itself was directed by David.
